The Allan government has been given a two week deadline to finally hand over a copy of a long-awaited report into Melbourne’s second safe injecting room.

A motion was carried in the Victorian Legislative Council on Wednesday which requires the government to produce the report to the chamber by March 6.

The report was compiled by former top cop Ken Lay in a process which started in 2020 after he was appointed by the government to lead a consultation process.

Mr Lay’s appointment came after the then Andrews government committed to housing a safe injecting room in the CBD, after a site was established in North Richmond.

He submitted his final report at the end of May but ever since the government – under the leadership of Daniel Andrews and Jacinta Allan – has resisted calls to release it.

Legalise Cannabis Party MP David Ettershank, who moved the motion, noted the government’s “failure” to publicly release the report despite having it for almost 10 months.

“Premier Allan has committed this government to greater transparency, and that is to be applauded – genuinely applauded,” Mr Ettershank told parliament. 

“Consistent with that commitment, this motion provides the government with the opportunity to walk the talk.

“Release the Lay report and related documents, and take the community into your trust. Lives literally depend upon it.”

Liberal Party MP Evan Mulholland said it was “a bit of joke” the government had not yet made Mr Lay’s report public.
