Fifteen states, two territories and the District of Columbia have legalized cannabis for adult use. Three more — Virginia, New Mexico and South Dakota — are poised to follow. With 68% of residents in favor of legalization, North Carolina should be next. Sadly, we are a Dillon state, which means bills can only be introduced by our elected representatives and senators, not by citizen initiative. Citizen advocates can help to change hearts and minds in the N.C. General Assembly, but for now, it’s the lottery all over again — Virginians benefitting from a new cash flow while North Carolina’s economy dwindles.
