The RCMP learned that Gafoor was authorized by Health Canada to grow up to 317 cannabis plants for personal medical use but had no authority to possess cannabis for the purpose of distribution or sale.
“The RCMP determined Mr. Gafoor was illegally selling, distributing and/or supplying cannabis,” according to the forfeiture suit.
A search of Gafoor’s residence by RCMP on Sept. 19 located cannabis and cannabis shatter, resin and cookies.
Some of the cannabis was in jars, tins or vacuum-sealed bags — and some was packaged for distribution, according to the court filing.
The RCMP search also located weigh scales, sticker labels for cannabis, packaging material, two cellphones, two laptop computers and cannabis growing equipment. Also located were records of transactions, including sale, collection and debts known as “score sheets,” account ledgers for distribution of cannabis; and a price list for cannabis.
There were also packaging slips for packages from “Mr. KD,” the same name as that on the FedEx package from Toronto with the $42,000 in cash, according to the forfeiture claim.
