John Carney vetoed legislation passed by the General Assembly that would remove penalties for possession of up to one ounce of marijuana by those over 21 for recreational use, saying, “I do not believe that promoting or expanding the use of recreational marijuana is in the best interests of the state of Delaware, especially our young people.” The veto was on the heels of a revised bill to establish a state-run marijuana industry that failed to clear the state House. Can a perfect marijuana bill be written? What should it include?
