The man in charge of policing in North Wales says destroying the market for illegal cannabis can only be achieved by making the drug legal.
Police and Crime Commissioner Arfon Jones says that, if cannabis was legally controlled like alcohol and tobacco, the street trade would be neutralised.
Mr Jones says figures suggest that 90% of drug consumption, including cannabis, is for recreational use and does not cause harm to anyone else.
But he says that, if someone whose cannabis use has no impact on anyone else happens to end up with a criminal conviction, it blights their lives and can ruin their career.
“The best way to reduce the role of organised crime in the supply of drugs is to put it in commercial hands so people don’t need to go to the illegal market,” said Mr Jones.
