A cannabis industry consultant who sharply criticized the Sioux Falls City Council’s process for how they regulated medical marijuana licensing — and then got one of the licenses himself — is now taking a second shot at a seat on the council.
Emmett Reistroffer is the operations manager of Genesis Farms, which received one of the five medical marijuana dispensary licenses distributed by Sioux Falls, as well as licenses in Yankton, Pierre and Aberdeen.
He turned in his nominating petitions just minutes before the 5 p.m. deadline on Feb. 25, the third candidate to jump into the race for the council’s central district seat.
It’s where he grew up, he said, and he believes he could bring a “new way of looking at things” to the council.

And he’s hoping for a better result than in 2014, when he came in third place for the At-Large A seat behind incumbent Rex Rolfing and Manny Steele.
While Reistroffer could be joining a body that includes Mayor Paul TenHaken — who he called a “prohibitionist” who was “writing policy that drug dealers will celebrate when it passes” at the height of the medical marijuana debate — he said the issue was not what drove him to run, and that he’s interested in building bridges and working together with people.
